GIRÓN, SANTANDER: Army officials in Santander have arrested Luis Edwin "El Turro" Quiroga, the head of the Los Paisas gang. Quiroga is now being held in Santa Marta on counts of aggravated assault and extorsion but may soon face homicide and community displacement charges.
